摘要
政治沟通及公众对政治生活的参与是影响执政合法性的重要因素。当前,强化多元主体的政治沟通,对于国家在政策制定、权力规制与社会稳定层面实现协商民主的基本意涵,具有重要价值。为此,在基层治理中以政治沟通为核心推进协商民主构建,需要政府执政理念的转变、制度吸纳能力的提升,以及有利于沟通的政治文化与理性思维的培育。
The political communication and public participation in political life are important factors affecting the legitimacy of rule.At present,to strengthen multiple political communication is of great value for the policy formulation of the state,the regulation of the power and the social stability with respect to achieving the basic meaning of deliberative democracy.Therefore,to advance the building of deliberative democracy in the perspective of political communication needs to change the concept of governance and enhance the institutional absorptive capacity and cultivate the rational thinking which is conducive to the political communication as well.
