二维框架下我国麻醉护理相关政策文本量化分析

Quantitative analysis of anesthesia nursing-related policy texts in China under a two-dimensional framework

摘要目的:探讨麻醉护理相关政策工具使用分布情况,为优化和完善麻醉护理相关政策提供参考。方法:检索国家层面发布的麻醉护理相关政策文件,基于政策工具(X维度)与系统论方法(Y维度)构建二维分析框架,采用内容分析法对相关政策文本进行编码、整理和量化分析。结果:共纳入12份政策文本,生成275条文本编码。X维度中,供给型、环境型和需求型政策工具分别占33.5%(92/275)、60.7%(167/275)和5.8%(16/275)。在Y维度中,内部子模指标和外部子模指标分别占88.0%(242/275)和12.0%(33/275)。结论:国家层面麻醉护理政策主要以环境型和供给型政策工具为主,内部与外部子模指标分布失衡。建议增强需求型政策工具应用,以促进优质护理资源下沉,优化政策工具内部结构,推动麻醉护理事业的发展。 Objective:To explore the distribution of policy tools in anesthesia nursing-related policies and provide references for optimizing and improving such policies.Methods:Policy documents on anesthesia nursing issued at the national level were retrieved.Based on policy tools(X-dimension)and system theory(Y-dimension),a two-dimensional analytical framework was constructed.Content analysis was used to code,organize,and quantitatively analyze the policy texts.Results:A total of 12 policy texts were included,generating 275 coding items.In the X-dimension,supply-oriented,environment-oriented,and demand-oriented policy tools accounted for 33.5%(92/275),60.7%(167/275),and 5.8%(16/275),respectively.In the Y-dimension,internal sub-module indicators and external sub-module indicators accounted for 88.0%(242/275)and 12.0%(33/275),respectively.Conclusion:National-level anesthesia nursing policies are mainly dominated by environment-oriented and supply-oriented policy tools,while the distribution between internal and external sub-module indicators is unbalanced.It is recommended to strengthen the application of demand-oriented policy tools to promote the sinking of highquality nursing resources,optimize the internal structure of policy tools,and advance the development of anesthesia nursing.
