公安机关新质战斗力:研究综述与展望

New-quality combat effectiveness of public security organs:research review and prospect

摘要随着信息化、智能化加速发展,国内外安全形势日益复杂,亟需构建与风险挑战治理需求相适应的先进战斗力质态。公安机关新质战斗力是新质生产力和新质战斗力在公安领域的新实践。现有研究主要从公安机关新质战斗力的概念定义、内涵特征、生成逻辑、影响因素和实践路径几方面展开,归纳出政治引领、法治强警、数智赋能与人才培养四条实践路径。未来研究应进一步丰富公安机关新质战斗力的理论基础,加强实证分析,因地制宜探索公安机关新质战斗力发展模式,开阔全球化视野,以理论研究引领实践发展,为建设更高水平的平安中国贡献公安力量。 With the accelerated development of informatization and intelligence,the domestic and foreign security situations are becoming increasingly complex,and there is an urgent need to construct an advanced combat-effectiveness quality state that is compatible with the needs of risk and challenge governance.The new-quality combat effectiveness of public security organs is a new practice of new-quality productive forces and new-quality combat effectiveness in the public security field.The existing research mainly focuses on the concept definition,connotation characteristics,generation logic,influencing factors and practical paths of the new-quality combat effectiveness of public security organs,and summarizes four practical paths of political leadership,strengthening the police by law,digital-intelligence empowerment and talent cultivation.Future research should further enrich the theoretical basis of the new-quality combat effectiveness of public security organs,strengthen empirical analysis,explore the development model of the new-quality combat effectiveness of public security organs according to local conditions,broaden the global vision,lead the practical development with theoretical research,and contribute public security forces to building a higher leveled safe China.
