摘要
发展新质生产力是推动高质量发展的内在要求和重要着力点。基于2012—2022年我国30个省份的面板数据,构建农业新质生产力评价体系,采用熵值法测评农业新质生产力水平,采用Kernel核密度估计、Dagum基尼系数、Markov链等方法分析农业新质生产力的时空效应。结果表明:我国农业新质生产力发展水平呈上升趋势,其中东部地区的新质生产力发展最快;各地区的农业新质生产力发展水平存在明显差异,呈现西部—中部—东部逐渐递减的趋势,地区间差距是农业新质生产力存在差异性的主要原因;各地区的农业新质生产力发展指数呈现一定程度的“俱乐部趋同”现象,高水平趋同俱乐部要比中间趋同俱乐部更加稳定且不易发生转移,具有“马太效应”;空间因素对农业新质生产力的影响较大;周边省份农业新质生产力发展水平的差异性会对该省的农业新质生产力水平产生影响,且导致其发生转移存在差异性,转移主要发生在相邻等级之间,跨多等级跃迁较为困难。提出进一步发展农业新质生产力,促进农业提质增效;完善农业新质生产力的区域均衡机制的对策建议。
Developing new quality productivity is an inherent requirement and important focus for promoting high-quality development.Based on the panel data from 30 provinces in China from 2012 to 2022,an evaluation system for agricultural new quality productivity was constructed.The entropy method was used to assess the level of agricultural new quality productivity,and Kernel density estimation,Dagum Gini coefficient,Markov chain and other methods were used to analyze the spatiotemporal effects of agricultural new quality productivity.The results showed that the development level of agricultural new quality productivity in China was on the rise,with the fastest development in the eastern region.There were significant differences in the development level of agricultural new quality productivity among different regions,showing a gradually decreasing trend from west to central to east.The regional gap was the main reason for the differences in agricultural new quality productivity.The development index of agricultural new quality productivity in various regions showed a certain degree of‘club convergence’phenomenon,with high-level convergence clubs being more stable and less prone to transfer than intermediate convergence clubs,exhibiting the Matthew Effect.The spatial factors had a significant impact on the agricultural new quality productivity.The differences in the development level of agricultural new quality productivity in neighboring provinces will have an impact on the level of agricultural new quality productivity in that province,and lead to differences in its transfer.The transfer mainly occurred between adjacent levels,and it was difficult to transition across multiple levels.The suggestions to further develop agricultural new quality productivity and promote the improvement of agricultural quality and efficiency for improving the regional balance mechanism of agricultural new quality productivity were proposed.
