摘要
媒介技术发展重构了基层治理的权力结构,数智媒介亦在我国基层治理中发挥着愈来愈重要的作用。当前,我国基层治理媒介实践呈现出多元使用主体共存、多种传播渠道并行、多样媒介形态交融的特点。基层治理场域中存在“政府—社区组织—社区居民”之间宏观至微观层次的纵向链条,而微观层级内部的居民个体间通过媒介行动还存在紧密的横向链条。横向与纵向的两个链接相互交织、共同嵌入传播环境之中,形成了一种超越时空限制、持续流动的行动流。数智赋能基层媒介的横纵链接是一个动态的、互动性强的信息流动系统,进一步加强了基层治理中社区居民的主动参与和自我治理能力。
The development of media technology has restructured the power structure of grassroots govern-ance,and digital and intelligent media are also playing an increasingly important role in grassroots governance in China.At present,the media practice of grassroots governance in China presents the characteristics of coexistence of multiple users,parallel operation of various communication channels and integration of diverse media forms.In the field of grassroots governance,there exists a vertical chain from the macro-to the micro-level among“government-community organizations-community residents”,while at the micro-level,there is also a close horizontal chain among individual resi-dents through media actions.Both horizontal and vertical links interweave and are jointly embedded in the communication environment,forming a continuous flow of action beyond the limitations of time and space.The horizontal and vertical connections of grassroots media empowered by digital in-telligence form a dynamic and highly interactive information flow system,further enhancing the ac-tive participation and self-governance capabilities of community residents in grassroots governance.
