“协同-主题-工具”框架下我国档案法规知识图谱构建及应用

摘要 通过构建档案法规知识图谱,挖掘法规内容中的语义要素关联,可为完善档案法规体系提供细粒度知识服务。以现行档案法规为研究对象,经筛选与编码共获得2462份档案法规条款文本。结合政策网络理论、扎根理论、政策工具理论,从协同主体、主题类别和政策工具三个维度进行知识抽取和语义化组织,最终构建档案法规知识图谱,并采用AIKG模型实现可视化存储。基于“协同—主题—工具”三维框架的档案法规知识图谱构建方法兼具理论与实践价值,能够有效实现档案法规的知识展示、知识检索和知识发现。在此基础上,提出档案法规体系建设的优化建议,包括强化需求型政策工具的协同效能、推动社会参与、平衡主题内容分布等。 By constructing the knowledge graph of archival regulations to mine the semantic element correlations of the regulations content,fine-grained knowledge services are provided for optimizing and improving the current archival regulations system.This paper selects the current archival regulations as the research object.Through manual screening and coding,2462 texts of archival regulations provisions were obtained.Combining the policy network theory,grounded theory and policy tool theory,knowledge extraction and semantic organization were carried out from three dimensions:collaborative subjects,subject categories and policy tools.Eventually,the construction of the knowledge graph of archival regulations was completed and the AIKG model was used to achieve visual storage.The construction method of the knowledge graph of archival regulations based on the three-dimensional framework of“collaboration-theme-tool”has theoretical and practical value.It can effectively realize the knowledge display,knowledge retrieval and knowledge discovery of archival regulations.On this basis,optimization suggestions for the construction of archival regulations are put forward,emphasizing the collaborative efficiency of demand-oriented policy tools,advocating social participation and balancing the distribution of themes.
