中国海水养殖碳汇与经济增长耦合关系研究

摘要 “两山”理论即“绿水青山就是金山银山”的理念,旨在寻求生态环境与经济发展的协同并进。为了检验这一理论的实施效果,本研究以中国海水养殖业为研究对象,运用物质量评估法测算并分析2012—2021年海水养殖碳汇,利用Tapio脱钩指数模型探讨中国海水养殖业经济效益与生态效益的耦合关系。结果表明:2012—2021年全国海水养殖碳汇量保持在118万~156万t。从全国层面来看,中国海水养殖碳汇与海水养殖经济的耦合程度较低,除2015年短暂达到增长耦合状态、2019年为扩张负脱钩状态外,其他年份均为弱脱钩状态;从省际层面来看,9个沿海省份之间耦合状态存在较大差异,2012—2021年广东海水养殖碳汇与海水养殖经济的耦合系数均表现为“脱钩”,浙江和福建的耦合系数表现为围绕“增长耦合”状态波动的变化趋势,辽宁、河北、山东、江苏、广西和海南多数年份处于脱钩状态。基于行业发展现状与分析结论,提出加大技术创新研发投入、优化产业结构与推动产业融合以及建立区域补偿机制与环保措施等对策建议。 The"Two Mountains"theory,namely the concept of"green mountains and clear waters are as good as mountains of gold and silver",aims to seek a harmonious coexistence between ecological environment and economic development.To assess the implementation effectiveness of this theory,this paper took China's mariculture industry as the research object.The material quantity assessment method was used to measure and analyze the carbon sequestration of mariculture from 2012 to 2021,and the Tapio decoupling index model was employed to explore the coupling relationship between economic benefits and ecological benefits in China's mariculture industry.The research results indicated that the carbon sequestration of national mariculture remained between 1.18 and 1.56 million tons from 2012 to 2021.At the national level,the coupling degree between mariculture carbon sequestration and mariculture economy in China is relatively low,except for a brief period of growth coupling in 2015 and expansive negative decoupling in 2019,other years showed a weak decoupling state;at the provincial level,significant differences exist in the coupling states among the nine coastal provinces,from 2012 to 2021,the coupling coefficient between mariculture carbon sequestration and mariculture economy in Guangdong province consistently showed a"decoupling"state,Zhejiang and Fujian provinces exhibited a fluctuating trend centered around the"growth coupling"state,while Liaoning,Hebei,Shandong,Jiangsu,Guangxi,and Hainan were mostly in a decoupling state for most years.Based on the current development status and analytical findings of the industry,this paper proposed strategic recommendations including increasing investment in technological innovation R&D,optimizing industrial structure and promoting industrial integration,as well as establishing regional compensation mechanisms and environmental protection measures.
