摘要
本文以京津唐基础教育联合体为对象,基于SWOT框架评估其内部优势、劣势及外部机遇与威胁,探讨协同发展的路径。研究表明,北京、天津在优质资源、智慧教育平台和政策支持方面具呈现显著优势,为唐山教育发展提供支撑;但唐山在教育经费、师资流动、课程衔接及数字化建设等方面存在短板,叠加资源竞争与财政压力,影响联合体均衡发展。国家一体化战略与数字化转型为教育协同提供机遇,而区域虹吸效应、行政壁垒和数字鸿沟则对其形成挑战。为此,本文提出通过智慧教育平台与政策联动强化资源优势;依托财政与教师机制补齐短板;利用京津资源缓解虹吸效应并提升投入效率;同时构建数字能力与安全体系,以有效弥合数字鸿沟。
This study examines the Beijing-Tianjin-Tangshan Basic Education Consortium,evaluating its internal strengths and weaknesses as well as external opportunities and threats through a SWOT framework to explore pathways for collaborative development.The findings reveal that Beijing and Tianjin possess significant advantages in high-quality educational resources,smart education platforms,and policy support,providing strong backing for Tangshan’s educational development.However,Tangshan faces deficiencies in education funding,teacher mobility mechanisms,curriculum alignment,and digital infrastructure,which,combined with resource competition and fiscal pressures,hinder balanced growth within the consortium.While national integration strategies and digital transformation create opportunities for educational collaboration,regional resource siphoning,administrative barriers,and the digital divide pose challenges.To address these,this study proposes strengthening resource advantages through smart education platforms and policy alignment,bridging Tangshan’s gaps via fiscal support and teacher exchange mechanisms,leveraging Beijing and Tianjin’s resources to mitigate siphoning effects and enhance input efficiency,and building digital capacity and security systems to effectively close the digital divide.
