摘要
随着我国人口老龄化程度加深,社区养老服务需求显著增长,现行养老服务体系在资源整合和人才培养方面存在较大不足,严重影响了养老服务的质量提升和可持续性。聚焦于社区养老服务体系,提出在政策驱动下推动社区养老服务的资源整合与人才培养路径。通过分析北京、南京和上海等地在时间银行制度和志愿服务时间储蓄机制方面的探索,进一步讨论如何实现多方力量的有效协同,推动社区、企业、个人等多主体共同参与社区养老服务。通过建立财政支持和监管机制,为志愿服务和时间储蓄提供法律保障,完善人才培养补贴制度,以及推动服务的标准化和制度化建设,能够有效整合社区养老服务资源,壮大并稳定养老服务人才队伍,提升养老服务的专业化水平。研究宗旨:为我国社区养老服务体系的可持续发展提供理论支持和实践参考,以期推动社区养老服务朝着规范化、专业化和可持续的方向发展。
With the deepening of population ageing in China,the demand for community-based elderly care services has increased significantly.However,the current system faces considerable challenges in resource integration and talent cultivation,which severely impact the quality and sustainability of elderly care services.This study focuses on the community-based elderly care system,drawing on theories of supply-demand coupling and multi-stakeholder collaboration,and proposes strategies for enhancing resource integration and talent development under policy support.By examining the initiatives in cities like Beijing,Nanjing,and Shanghai,particularly in the areas of time banking and volunteer service time accumulation mechanisms,the paper further explores how to achieve effective collaboration among various stakeholders,including communities,enterprises,and individuals.This paper proposes that by establishing financial support and regulatory mechanisms,creating legal safeguards for volunteer service and time accumulation,improving subsidies for talent training,and promoting service standardization and institutionalization,community-based elderly care resources can be more effectively integrated,with greater atraction and retention of a stable workforce.This study aims to provide theoretical and practical insights for the sustainable development of community-based elderly care services in China,promoting progress toward a standardized,professional,and sustainable care system.
