摘要
新兴技术的发展推动了社会不同领域的模式更迭,展现出其巨大的影响力,同时也给全球技术应用和安全治理带来了巨大的不确定性因素和风险。因此,整合态势感知理论,构建集成分析框架,将整体模型解构为态势觉察、态势理解和态势反应3个模块,充分考虑国家安全要素在治理中的影响,构建新兴技术安全治理研究热点数据集,采用社会网络分析法和比较研究法对新兴技术安全治理领域的研究进行量化分析。研究发现:国内跨属性机构合作程度相对国际水平较低,学科范围仍聚焦在管理学领域,尚未形成针对不同新兴技术领域学科的安全治理研究,中国研究热点强调技术自主权与国家战略目标,国际社会针对安全治理的需求不断增加并形成了发展机遇期。针对态势挑战与态势机遇并使用态势投射理论对国际动态趋势进行研判,提出以下对策建议:构建起新兴技术服务国家安全的技术发展态势,形成新兴技术治理新模式;积极牵头打造相关国际合作组织,引领新兴技术安全规范与伦理标准制定;把握新兴技术治理先机,超前布局技术安全治理人才队伍,推动中国科学家深度参与全球科技治理。
The development and breakthrough of emerging technologies have promoted the change of models in different fields of society,showing its great influence,and at the same time,it has also brought huge uncertainties and risks to global technology application and security governance.The study combines the situational awareness theory,constructs an integrated analysis framework,deconstructs the overall model into three subparts:situational sensing,situational understanding and situational responding.Fully consider the impact of national security factors in governance and build a hot research dataset on emerging technology security governance.Using social network analysis and comparative research methods to quantitatively analyze the research in the field of emerging technology security governance.The research finds that the degree of cross-attribute institutional cooperation of domestic publishing institutions is relatively low compared with the international level,and the scope of disciplines is still focused on the field of management.There is alackof security governance research for disciplines in different emerging technology fields.The research hotspot is that China emphasizes technological autonomy and national strategic goals,and the international community's demand for security governance is increasing and a development opportunity period has been formed.In view of situational challenges and opportunities,the international dynamic trends are judged using the situation projection method,and finally it is proposed:build a technical development trend of emerging technologies serving national security and form a new model of emerging technology governance;actively take the lead in building relevant international cooperation organizations and lead the formulation of emerging technology security norms and ethical standards;seize the initiative in emerging technology governance,advance the layout of technology security governance talents,and promote Chinese scientists to deeply participate in global science and technology governance.
