高校大型仪器设备开放共享效率提升路径研究

Research on the Pathway for Enhancing Efficiency in Open Access and Sharing of Large-Scale Instrumentation in Higher Education Institutions

摘要 为提高高校大型仪器设备使用效率,国家要求高校大型仪器设备必须对内对外全面实施开放共享,在一定程度上确实提高了高校大型仪器设备开放共享程度和使用效率。为进一步促进高校大型仪器设备开放共享程度和扩大使用效率,需针对高校大型仪器设备开放共享面临的问题进行分析,如缺乏开放共享引领理念、开放共享缺少顶层设计、缺乏开放共享管理机制、效率评价体系有待优化、使用效率尚待全面提高、缺乏高水平的实验技术队伍等。有针对性地提出提高大型仪器设备开放共享效率的措施,以确保设备开放共享效率的提升。 In order to enhance the efficiency of utilization of large-scale instruments and equipment in colleges and univer-sities,the state requires that these instruments and equipment must be fully opened and shared both internally and external-ly,which had indeed improved the level of openness and use efficiency to a certain extent.To further promote the expansion of the openness and sharing of large-scale instruments and equipment in colleges and universities and to improve the effi-ciency of their use,problems in instrument openness and sharing by colleges and universities need to be analyzed such as lack of a leading concept for openness and sharing,absence of top-level design for sharing,lack of a management mecha-nism for sharing,need for optimization of the efficiency evaluation system,need for a comprehensive improvement in the efficiency of use and lack of a high-level experimental technical team.Relevant measures to improve the efficiency of the openness and sharing of large-scale instruments and equipment were proposed,so as to ensure the enhancement of the effi-ciency of openness and sharing of large-scale instruments and equipment in colleges and universities.
