我国政务服务的改革思路、推进逻辑及发展方向

The reform approach,implementation logic and development direction of China's government services

摘要 “政务服务”既包含对供给主体、事项内容、供给对象的实然规定,又体现了党全心全意为人民服务的政治意义和价值导向。过去一段时期,政务服务改革内嵌于“放管服”改革全链条之中,以“互联网+政务服务”为主线,围绕各项重点工作稳步推进,不仅方便了企业群众办事、改善了政府形象,更在理顺政府与市场关系、优化政府内部关系、推动政府治理的生产力基础升级等方面取得突出成就。未来,政务服务改革应继续围绕建设全国统一大市场提升“三化”水平、围绕政府数字化转型推动政府治理能力现代化、围绕提升企业群众获得感深化改革供给。 The term"government services"not only includes practical regulations on the supply subject,matter content,and supply objects,but also reflects the political significance and value orientation of the CPC's wholehearted service to the people.In the past period,the reform of government services was embedded in the whole chain of the reform of"decentralization,management and service".Taking"Internet+government services"as the main line,and focusing on various key work,it has steadily progressed,which not only facilitated the masses of enterprises to handle affairs and improved the image of the government,but also made outstanding achieve-ments in straightening out the relationship between the government and the market,optimizing the internal relationship of the government,and promoting the upgrading of the productivity base of government govern-ance.In the future,the reform of government services should continue to focus on building a unified national market to enhance the level of"standardization,normalization and facilitation",promoting the modernization of government governance capabilities through digital transformation,and deepening the supply of reform to enhance the sense of gain for enterprises and the public.
