摘要
区位导向政策是优化资源配置和重塑区域创新格局的重要力量。本文基于中国城市面板和专利引用全量大数据,采用空间双重差分法和交错双重差分法,系统检验了创新型城市建设对区域创新格局的影响及其内在机制。研究表明,以创新型城市建设为代表的区位导向政策能够同时提升本地和周边城市的创新水平。机制检验结果显示,区位导向政策通过强化创新集聚和生产网络中的溢出效应促进城市内和城市间知识溢出,进而实现政策的直接和间接效应。异质性分析表明,城市规模和创新环境是影响本地效应的关键经济特征,城市区位可达性、研发人员密度和跨地区交通基础设施建设、区域创新协作、产业技术能力是城市内部和外部知识溢出的基础性条件。本文的研究结果为中国区域创新格局的演化提供了政策性解释,并为区域知识溢出基础性条件的塑造提供了重要的理论参考。
Place-based policy is an important force to optimize resource allocation and reshape regional innovation pattern.This paper systematically examines the impact of innovative city construction on regional innovation pattern and its internal mechanism based on the panel data of Chinese cities and big data of patent citations,using difference-in-differences method.This paper shows that the place-based policy represented by innovative city construction can improve the innovation level of local and neighboring cities at the same time.The results of the mechanism test show that the policy promote intra-and inter-city knowl-edge spillovers by agglomeration effect and spillovers in the production network,thus realizing both direct and indirect effects of the policies.Heterogeneity analysis shows that city size and innovation environment are the key economic characteristics affecting the local ef-fect,and city location accessibility,R&D staff density and cross-regional transportation in-frastructure development,regional innovation collaboration,and industrial technological capability are the fundamental conditions for intra-and extra-city knowledge spillovers.The findings of this paper provide policy explanations for the evolution of regional innovation patterns in China and provide important theoretical references for the shaping of foundational conditions for regional knowledge spillovers.
