摘要
创新基础设施是构建“双循环”新发展格局的动力源泉。故选取2003年—2018年中国272个地级及以上城市面板数据,构建空间杜宾模型实证检验创新基础设施投入对区域经济发展的影响及作用机制。研究结果表明:(1)城市经济空间分布不均匀且存在显著空间相关性,其整体呈“H”型态势,以东部沿海城市为核心向中西部地区扩散;(2)创新基础设施投入对区域经济发展具有显著的正向直接效应和空间溢出效应,但人力资本与固定资产投资对区域经济发展呈“负效应”,适配人才体系和投资结构优化潜力需进一步释放;(3)创新基础设施投入与区域经济发展存在非线性正“U”型关系,绝大多数城市已越过拐点,步入“高投入、高回报”发展阶段。由此提出未来中国城市创新基础设施应着重发展“两重一轻”模式、建立健全区域间高效协同的共享机制、打造多元化人才培育体系等对策建议。
Innovation infrastructure is the power source for building a new development pattern of“double cycle”.In this paper,we construct a spatial Durbin model to empirically test the impact and mechanism of innovation infrastructure investment on regional economic development by selecting nighttime satellite lighting panel data of 272 prefecture-level and above cities in China from 2003 to 2018.The research results show that:(1)The spatial distribution of the urban economy is uneven and significantly spatially correlated,with an overall“H”pattern,with the eastern coastal cities as the core spreading to the central and western regions;(2)Innovation infrastructure investment has a significant positive direct effect and spatial spillover effect on regional economic development,but human capital and fixed asset investment have a“negative effect”on regional economic development,and the potential for the optimization of the talent fit system and investment structure needs to be further released;(3)There is a non-linear positive“U”shape relationship between innovation infrastructure investment and regional economic development,and most cities have already crossed the inflection point and entered the“high investment,high return”development stage.As a consequence,it is suggested that the future innovation infrastructure of Chinese cities should focus on the development of the“two heavy and one light”model,the establishment of a sound and efficient inter-regional sharing mechanism,and the creation of a diversified talent cultivation system.
