摘要
推进"适老化"发展是积极老龄化战略得以推进的重要环节.研究基于社会-技术系统理论视角分析了数字适老化过程中存在的困境,构建了以寻求政策优化为导向的"目标-工具-参与者"政策分析框架.运用Nvivo12 软件对 59 份数字适老化相关政策文本进行内容分析,探究数字适老化政策的适配性.研究发现:当前数字适老化政策在目标维度主要是聚焦于无障碍数字适老化服务的完善,而在健全数字适老化市场、完善制度及法律法规等方面所占比重较少;在政策工具维度更偏好于系统变化型政策工具,政策工具的运用存在分配不均衡的情况;"促进社会参与""完善基础设施""完善无障碍数字适老化服务"三项政策目标与其政策工具的匹配性不高;在参与维度上,数字适老化过度依赖政府力量,而对其余参与主体的职能划分并不明确,致使推进数字适老化的合力不足.对此需要科学调整政策目标重心,鼓励老龄数字市场的发展,完善相关制度及法律法规;进一步优化政策工具结构及使用偏好,提高适配性;进一步动员和激活多元社会力量参与数字适老化进程,厘清不同参与者的职责和功能.
Promoting"aging-friendly"development is an important link for the implementation of the active aging strategy.The research analyzed the predicaments existing in the process of digital adaptation for the elderly from the perspective of the social-technological system theory,and constructed a"goal-tool-par-ticipant"policy analysis framework oriented towards seeking policy optimization.The content of 59 policy texts related to digital adaptation for the elderly was analyzed using Nvivo12 software to explore the adaptabil-ity of digital adaptation policies for the elderly.The research finds that the current digital elderly-friendly pol-icies mainly focus on the improvement of barrier-free digital elderly-friendly services in the target dimen-sion,while the proportion in improving the digital elderly-friendly market,perfecting systems and laws and regulations is relatively small.There is an imbalance in the use of policy tools;The three policy goals of"pro-moting social participation","improving infrastructure"and"improving barrier-free digital elderly-friendly services"have a low match with their policy tools.In terms of participation,digital adaptation for the elderly overly relies on government power,while the functional division of other participating entities is not clear,resulting in insufficient synergy for promoting digital adaptation for the elderly.In this regard,it is necessary to scientifically adjust the focus of policy goals,encourage the development of the digital market for the eld-erly,and improve relevant systems and laws and regulations.Further optimize the structure and usage prefer-ences of policy tools to enhance their adaptability;Further mobilize and activate diverse social forces to partici-pate in the digital agingfriendly process,and clarify the responsibilities and functions of different participants.
