中美基础研究创新韧性的特征事实、地区差异及动态演进

Characteristics,regional differences,and dynamic evolution of basic research innovation resilience in China and the United States

摘要 基于2002—2022年Web of Science论文数据,界定基础研究创新韧性概念,运用核心变量法测度中国和美国基础研究创新韧性,并借助Dagum基尼系数和核密度分析探讨其特征、地区差异及动态演变。研究发现:美国基础研究创新韧性呈下降趋势,而中国相对平稳且总体更强;在金融危机和新冠肺炎疫情冲击下,美国各区域韧性分布较均衡,中国区域差异较大,且随时间推移,美国抵抗力和恢复力均下降,中国抵抗力上升但恢复力下降,中国抵抗力与恢复力显著正相关,美国则无明显相关性;美国主要区域论文发表较均衡,中国则呈极化趋势,且在不同冲击下,两国主要区域韧性表现各异;Dagum基尼系数显示,中美基础研究创新韧性综合差距扩大,抵抗期主要源于国内差异,恢复期则由中美间差异主导;Kernel密度估计表明,美国韧性降低且州间差异扩大,抵抗期呈现两极分化趋势,恢复期趋于一致但集中在低水平;中国韧性高于美国,省间差异减小,低水平地区比例降低。 Amidst complex and severe internal and external shocks,China and the US have both recognized the importance of enhancing the resilience of basic research innovation.This paper defines the concept of resilience in basic research innovation and measures it for China and the US using the core variable method,based on Web of Science publication data from 2002 to 2022.It further explores the characteristics,regional differences,and dynamic evolution of this resilience using the Dagum Gini coefficient and kernel density analysis.Key findings include:the US experiencing a downward trend in resilience,while China's resilience remains relatively stable and stronger overall;the US showing a more balanced regional distribution of resilience under financial and pandemic shocks,whereas China exhibits greater regional disparities;the US witnessing declines in both resistance and recovery capabilities over time,while China sees an increase in resistance but a decrease in recovery capabilities,with a significant positive correlation between resistance and recovery in China,unlike in the US.Additionally,the US has a more balanced distribution of published papers across major regions,while China shows a polarized trend.The resilience performance of major regions in both countries varies under different shocks.The Dagum Gini coefficient indicates that the overall gap in resilience between China and the US is widening,driven by domestic differences during the resistance period and by inter−country differences during the recovery period.Kernel density estimates reveal that the US has declining resilience with increasing inter−state differences,polarization during the resistance period,and convergence towards lower levels during the recovery period.In contrast,China has higher resilience with decreasing inter−provincial differences and a reduced proportion of low−level regions.
