疫情背景下山西省城市韧性评价研究 被引量:2

Research on Urban Resilience Evaluation Under the Background of the Epidemic

摘要 结合山西省当前COVID-19疫情,以11个地级市为研究对象,从稳定性、敏感性、适应性和政府效率四个方面构建城市韧性综合测度指标体系,定量评价山西地级市的城市韧性,运用数理统计和ARCGIS方法揭示城市韧性的时空分异,以及城市韧性对疫情的作用机理.结果表明:(1)山西城市韧性整体水平较低,从时间上,城市韧性由差距较大的低城市韧性向日趋均衡的较低城市韧性格局演变;从空间上,各地级市城市韧性存在“高值离散,低值连片”的趋势,空间格局基本固化,呈现俱乐部趋同;(2)城市韧性和疫情风险存在着三种对应状态:高城市韧性高疫情、低城市韧性高疫情、低城市韧性低疫情;(3)迁移为高等城市韧性,则疫情减缓;在中等、较低和低等之间迁移,则疫情风险升高大于风险降低.城市韧性对疫情风险可能存在阈值,城市韧性达到该阈值,则对疫情有显著的抑制作用. Based on the current COVID-19 pandemic,we used a comprehensive measurement index system of urban resilience constructed by stability,sensitivity,adaptability and government efficiency four aspects to measure the urban resilience of 11 prefecture-level cities in Shanxi province.The temporal and spatial differentiation characteristics of urban resilience are explored by using the mathematical statistical analysis methods and ARCGIS spatial analysis technology.The results are as follows:(1)the urban resilience of Shanxi province is weak as a whole.From the perspective of time,the urban resilience of Shanxi province has upgraded from weaker urban resilience with large gaps to weak urban resilience with a gradual uniform pattern.From the perspective of space,urban resilience possesses a high-value dispersion low-value integration tendency.(2)The spatial pattern solidifies and shows a club convergence.In spatial,urban resilience and pandemic risk exhibit three corresponding statuses,high urban resilience and high pandemic risk,low urban resilience and high pandemic risk,and low resilience and low pandemic risk.(3)Migration from low urban resilience cities to high urban resilience cities decreases the pandemic risk noticeably.However,migrations among medium,low and lower urban resilience cities enhance the pandemic risks in general.Certain threshold may exist between urban resilience and pandemic risk.When the urban resilience exceeds the threshold,it will curb the pandemic risk.
