摘要
如何密切政府与民众间的关系,成为推动国家治理体系和治理能力现代化的重要议题。借助对浙西、鄂西南、陕南典型村庄的田野观察,围绕驻村第一书记助推乡村振兴的结对治理实践,发现在治理中存在从条块结对到人格化结对的治理机制和治理逻辑。(1)纵向行政系统的驻村第一书记依托条块结对的制度安排及人格化运作的适应性调整,通过创设联系接点、延展需求曲线和重构行动网络打造体系化的联结机制,进而在结对关系建立、结对治理运行和结对成效释放中形塑与横向乡村自治系统多元主体间团结协作的治理共同体,并呈现出“治理性团结”的运行机理。(2)治理性团结以“体系化联结”和“人格化运作”为核心互动机制,阐明了处于在位控制的行政系统如何援引有“体”有“系”的联结渠道,吸纳第一书记回应乡村社会诉求和重构政府民众关联,其运行逻辑符合行政激活自治的本质特征、政治势能与群众路线的生成诱因以及共享发展机制的决定性影响。(3)不同于西方社会通过政治性交往和规范化联系等非人格化机制间接联系生活世界的生活政治化思路,系统通过作为“体”的党政科层体系及其代理和作为“系”的复杂人格化机制及其他补充机制直面生活世界中的群众具体性,呈现出系统生活化的联结思路。
How to close the relationship between the government and the people has become a common problem in front of modern countries.Focusing on the practice of pairing governance of the first secretary in village to promote rural revitalization,this paper constructs a correlation analysis framework from block pairing to personification pairing.Through the field observation of typical villages in western Zhejiang,southwestern Hubei and southern Shaanxi,the study found that:(1)Relying on the institutional arrangement of the vertical administrative system and the adaptive adjustment of the personalized operation,the first secretary of village in the vertical administrative system creates a systematic connection mechanism through the creation of contact points,the extension of the demand curve and the reconstruction of the action network,and then shapes the governance community of unity and cooperation among the multiple subjects of the horizontal rural autonomy system in the establishment of the twinning relationship,the operation of the twinning governance and the release of the twinning effect,and presents the operation mechanism of“governance unity”.(2)Governance solidarity takes“systematic connection”and“personalized operation”as the core interaction mechanism,and clarifies how the administrative system under incumbent control invokes the connection channel of“body”and“system”to absorb the first secretary to respond to the demands of rural society and reconstruct the relationship between the government and the people.Its operation logic conforms to the essential characteristics of administrative activation of autonomy,the causes of political potential energy and mass line,and the decisive influence of shared development mechanism.(3)Different from the politicalization of life in western society,which indirectly connects the life world through non personalized mechanisms such as political communication and standardized connection,the system faces the concreteness of the masses in the life world through the Party and government bureaucracy system and its agent as the“body”and the complex personalization mechanism and other supplementary mechanisms as the“system”,showing a systematic and life-oriented connection idea.
