摘要
基本公共教育服务均等化是教育强国建设的重要环节,探索县域基本公共教育服务均等化的推进机制,有利于整体带动实现优质均衡的教育发展目标。经多案例扎根研究发现,“压力—动机—能力”构成县域基本公共教育服务均等化的准备机制。地方政府在基本公共教育服务供给现状的基础上,根据政策属性、社会舆论和学校响应等调节机制,形成运动式、常态化、变通式的差异化执行策略,并通过互动反馈机制识别问题短板,及时调适行动方案,渐进达成优质均衡目标。县域基本公共教育服务均等化推进机制的理论模型,揭示出地方政府推动县域教育公平的能动性实践,有助于深化我国地方教育治理的本土性和复杂性认知。
The equalization of basic public education services is a critical component in building an educational strong nation,and exploring the mechanisms for promoting the equity in counties is conducive to the overall drive to achieve the goal of high-quality,balanced education development.A multi-case-grounded study found that the'pressure-motivation-capability'framework constitutes the preparatory mechanisms for equalizing basic public education services in counties.Based on the current state of basic public education service provision and the attributes of policies,public opinion,and school responses,local governments implement differentiated strategies,including campaign-oriented,standardized,and flexible approaches.By identifying shortcomings through the interactive feedback mechanisms,the governments adjust the action plans in a timely manner to gradually achieve the goal of high-quality,balanced education.The theoretical model of the mechanism for promoting the equalization?of basic public education services in counties highlights the active role of local governments in promoting educational equity in counties and helps deepen the understanding of the locality and complexity of local education governance in China.
