The Equalization of Basic Public Education Services in Social Transformation

摘要 在社会转型过程中,基本公共教育服务均等化是关系到经济、社会和教育发展的重要议题。通过对历年政策的分析发现,基本公共教育服务的演进历程可以划分为努力扩大供给阶段、全力促进均衡阶段、以标准化统筹资源配置阶段和优质均衡发展阶段。通过对教育统计数据的对比分析发现,基本公共教育服务仍然存在诸多现实问题:城市地区的发展程度普遍高于农村地区“、中部塌陷”现象较为明显、弱势群体享有的保障水平有待提升。未来的基本公共教育服务应着力于破解现有问题,持续关注优质均衡,进一步与高质量发展相适配。基本公共教育服务均等化的实践应坚持以法制化和规范化为战略导向,以精准化和便捷化为实施理念,以体系化和制度化为实现手段,以统一性和动态性为执行标准,以常态化和长效化为评价机制。 In social transformation,equalized basic public education services are an important topic related to economic,social and educational development.Based on an analysis of policies over the years,this study finds that the evolution of basic public education services falls into the following stages:striving to expand supplies,making efforts to promote balance,coordinating standardization-based resource allocation,and improving high-quality and balanced development.Based on a comparative analysis of educational statistics,the author finds that there are still practical problems in basic public education services:the better development in urban areas than in rural areas,the significant"collapse in the central areas,"and the insufficient protection of vulnerable groups.In the future basic public education services,we will need to solve the existing problems,keep heeding high-quality and balanced development,and further adapt to high-quality development.To practice equalized basic public education services,we need to adhere to the orientation to legalization and standardization,accuracy-and convenience-based concepts of implementation,systematic and institutional approaches,unified and dynamic standards,and a regular and effective mechanism of evaluation.
