摘要
学科治理现代化是大学治理现代化的基石。不同于纯粹的行政治理或学术治理,学科治理本质上是以学术治理为主题、以行政治理为协同的准行政治理。在我国高等教育管理体制惯性约束以及学科建设涉及多元利益相关者的制度环境下,学科建设的准行政治理模式有其内在的组织和制度基础,有助于整合学科建设资源,提升学科建设效率。在实践中,学科治理行政化以及学科建设的行政事务化倾向,源于院系对学科建设的统合能力弱化,以及行政性权利抑制了学术性权利。改革实践的关键在于通过准行政治理增强院系统筹和配置学科建设资源的能力,构建学术权力与行政权力“统分结合”的学科治理结构,整合学科建设正式和非正式制度资源,推进学科治理现代化。
The modernization of discipline governance is the cornerstone of university governance modernization.Differentiating from pure administrative governance or academic governance,discipline governance is essentially a quasi-administrative governance with academic governance as the theme and administrative governance as the coordination.Under the institutional environment of China's higher education management system's inertial restrictions and discipline construction involving multiple stakeholders,the quasi-administrative governance mode of discipline construction has its internal organization and institutional foundation,which is conducive to integrate the resources of discipline construction and improving the efficiency of discipline construction.In practice,the stratification and administrative transactional tendency of the discipline governance stem from the weakening of the integration ability of the department in the discipline construction,and the suppression of administrative rights to academic rights.The key of reform practice is to enhance the modernization of discipline governance through quasi-administrative governance,construct the ability of departments to coordinate and allocate discipline construction resources through quasi-administrative governance,construct the discipline governance structure of“unification and division”of academic power and administrative power,integrate the formal and informal system resources for discipline construction,and promote the modernization of discipline governance.
