摘要
数字场景是数字资源共享和需求对接的复合载体,对县域企业高质量发展具有积极意义。以2017—2022年长江三角洲地区4612家县域小微企业为样本,实证检验数字场景对县域企业3个高质量发展维度的直接效应与间接效应。结果表明:第一,数字场景能够显著促进县域企业经营效率提升、创新收益增加和人才吸纳,经过样本选择、排他性和内生性检验后结论仍稳健,场景嵌入的处理效应在当年显现并持续多期;第二,融资可得性和内部薪酬差距是数字场景促进企业高质量发展的中介路径,但融资可得性对人才吸纳的间接效应未得到验证;第三,数字场景在3个企业高质量发展维度上的开放效果受技术适应和人才稳定的正向调节,在经纬距离权重和经市距离权重下均表现出空间溢出效应。由此,提出完善县域数字场景“放管服”、推动企业高质量发展的政策建议。
Enterprise high-quality development is a management strategy,and it is centered on embracing and implementing new development concepts including innovation,coordination,green practices,openness,and sharing.The primary goal of this approach is to enhance the operational efficiency,innovation capabilities,and sustainable development of businesses.This is achieved by integrating these concepts into the core business operations and strategic planning,ensuring that enterprises are not only profitable but also socially responsible and environmentally conscious.In the rapid development of China's digital economy,digital scenarios have emerged as a critical platform for innovation and growth,offering a unique environment where new ideas can be tested,refined,and scaled up in response to real-world market dynamics.Small and micro enterprises(SMEs),particularly those located in counties,are numerous and possess strong abilities to cluster industries.They represent a significant force in the promotion of rural revitalization and the integration of urban and rural development.These SMEs are vital for economic diversification and job creation at the local level,contributing to the overall economic resilience and growth of the regions they operate in.However,the small scale of their operations,information asymmetries,and loosely structured value chains make it difficult for them to attract enough financial support and technical expertise.These challenges prevent them from adopting the successful digital transformation strategies that larger enterprises have implemented.To address these issues,this study takes 4612 SMEs in the Yangtze River Delta region between 2017 and 2022 as samples to measure the high-quality development of these enterprises across three key dimensions:operational efficiency,innovation benefits,and talent absorption.It also aims to understand the impact of digital scenarios on the high-quality development of SMEs and to explore the mediating roles of financing availability,internal salary gaps,and environmental regulations,which include technological adaptation,talent stability,and spatial spillover effects.It is observed that the integration of digital scenarios and the proportion of businesses operating within these scenarios positively influence the operational efficiency,innovation benefits,and talent absorption of SMEs.This indicates that digital scenarios have a significant promotional effect on the high-quality development of SMEs in counties.This effect remains robust even after accounting for potential biases in sample selection,interference from digital transformation efforts,and the inherent characteristics of digital scenarios.Furthermore,the positive impact of digital scenarios on the high-quality development of enterprises is not only immediate but also sustained for at least two years after the initial integration into the digital scenarios.This suggests that the benefits of digital scenarios are long-lasting and can bring a sustained improvement in the development trajectory of SMEs.The study also reveals that the promotional effect of digital scenarios on innovation benefits is primarily observed in non-agricultural enterprises.Additionally,the impact on operational efficiency and talent absorption is more pronounced in resource docking enterprises compared to demand docking enterprises.Interestingly,compared with enterprise scenarios,the positive impact of government scenarios on enterprise operating performance is weaker.In terms of the mediating roles,the study identifies financing availability as a key pathway through which digital scenarios enhance the operational efficiency and innovation benefits of SMEs.However,the study has not found a confirmed indirect effect on talent absorption.Meanwhile,the internal salary gap is found to mediate the positive effects of digital scenarios on the three high-quality development dimensions of SMEs.Lastly,the study highlights the importance of the external environment in which an enterprise operates.The technological adaptation and talent stability of the environment positively moderate the promotional effects of digital scenarios on high-quality development.Moreover,the business level of enterprises'digital scenarios can create positive spillover effects,influencing the high-quality development of neighboring enterprises.Therefore,it is essential to accelerate the construction and opening of digital scenarios to provide a more conducive environment for the growth of SMEs.The sharing of scene resources and demand between technology companies and main enterprises in the supply chain,and the innovation of digital models of financial scenarios to attract high-quality and multidisciplinary talents should be promoted,as well as the deep integration of markets with digital technology through various means,including public opinion publicity,policy guidance,and financial subsidies.
