摘要
研究目的:探究国土空间与土地的内在关系、国土空间的生产要素属性及其理论意蕴,为促进土地科学的发展与国土空间治理现代化提供学理基础。研究方法:比较分析法,历史分析法。研究结果:(1)国土空间是随着生产力的发展,人们对土地要素的功能与内涵认知不断深化而生成的;相较于土地要素,国土空间更加突出空间属性、生态属性和人地和谐,具有更强的综合性、协同性和多维性,响应了新时代生产力的发展要求。(2)国土空间脱胎于土地,一方面继承了土地的基本生产要素属性,具有生产功能和价值功能;另一方面又展现出新的生产要素特性,主要表现为数量丰度的非稀缺性、资源配置的效率倍增性和要素功能的不可替代性。(3)对国土空间生产要素属性的深化认识具有重要理论意蕴,有利于促进空间经济理论的创新发展,拓展土地边际收益递减规律的认知,推动土地开发利用方式的创新与治理升华。研究结论:从生产要素视角透析国土空间,为探索土地资源高效、公平与可持续利用路径提供了新的启迪。
The purpose of the study is to provide a doctrinal basis for promoting the development of land science and the modernization of territorial space governance by exploring the intrinsic relationship between territorial space and land,the attributes of the production factors of territorial space and their theoretical implications.The research methods include comparative analysis and historical analysis.The research results show that:1)with the development of productive forces,human beings have deepened their knowledge of the functions and connotations of land elements,thus generating the concept of territorial space.Compared with land elements,territorial space highlights more spatial attributes,ecological attributes and the harmony between the human and the land,and has stronger comprehensiveness,synergies and multidimensionality,which responds to the requirements of the development of productive forces in the new era.2)The territorial space is born from the land,and,it inherits the basic production factor attributes of the land,with production function and value function.Moreover,the territorial space shows new production factor characteristics,which are mainly manifested in the non-scarcity of the quantity and abundance,the multiplication of the efficiency of the resource allocation,and the irreplaceability of the factor function.3)Deepening the understanding of the attributes of production factors of territorial space has important theoretical implications,which is conducive to promoting the innovative development of spatial economic theory,expanding the cognition of the law of diminishing marginal returns of land,and promoting the innovation of land development and utilization and upgrade of governance.In conclusion,analyzing territorial space from the perspective of production factors provides new inspiration for exploring the efficient,equitable and sustainable land use path.
