摘要
HSE管理体系审核是企业HSE管理体系持续改进的重要抓手,为充分发挥审核的作用,文章通过查找文献并结合案例,分析了审核机制、审核方法、审核员能力以及审核流程四方面存在的问题,并从精准化组织,提升审核发现质量;坚持系统化思维,采用科学恰当的审核方法;掌握业务差异、目标差异,做到客观判定、科学评价以及充分利用审核大数据、发挥增值作用四个方面探讨了解决对策。最后得出HSE管理体系审核工作需要持续优化审核组织,不断提升审核员能力,显性表达审核作用的结论。
HSE management system audit is a crucial lever for the continuous improvement of enterprise HSE management system.In order to give full play to the role of audit,this paper analyzes the existing problems in four aspects:audit mechanism,audit method,auditor ability and audit process by looking up literature and combining cases.It also discusses solutions from four aspects:precise organization,improving the quality of audit findings;adhering to systematic thinking,adopting scientific and appropriate audit methods;grasping business differences and target differences,achieving objective judgment,scientific evaluation,and making full use of audit big data and playing a value-added role.Finally,it is concluded that the HSE management system audit work needs to continuously optimize the audit organization,continuously improve the ability of auditors,and explicitly express the role of audit.
