摘要
中国石油首次实施以企业内审为主、集团总部督导为辅的QHSE管理体系审核方式,取得了较好的效果,对推动企业QHSE管理体系内审具有重要的促进作用。针对体系审核中存在的企业机关审核难度较大、审核深度与质量有待提高、审核员的整体能力难以满足审核需要等问题,提出总结推广以企业内审为主、集团总部督导为辅的审核方式,持续推进企业QHSE管理体系内审及QHSE审核信息化建设,建立上下联动的保障机制,加强QHSE管理体系审核基础研究及QHSE审核队伍建设等建议。
For the first time,CNPC has implemented a special QHSE management system audit method which was mainly conducted by the internal audit of enterprises and supplemented by the supervision of the group headquarters.It has achieved good results and played an important role in promoting the internal audit of the enterprise QHSE management system.There are several problems in the system audit,such as the difficulty of the audit,the depth and quality of the audit need to be improved,and the overall ability of the auditor to meet the audit needs.In order to improve these,we propose to summarize and promote the audit method with enterprise internal audit as the main method and group headquarters supervision as the auxiliary method,continue to promote the internal audit of enterprise QHSE management system and the informationization construction of QHSE audit,establish a guarantee mechanism with upper and lower linkage,strengthen the basic research of QHSE management system audit and the construction of QHSE audit team and other suggestions.
