摘要
2024年是京津冀协同发展十周年,十年来京津冀协同发展取得了丰硕成果,如经济总量连跨5个万亿元台阶达到10.4万亿元、京津雄半小时“交通圈”以及雄安新区的建设等。新时代背景下,随着京津冀区域发展体系的不断改革,习近平总书记对京津冀协同发展也提出了新的要求,即推动京津冀协同发展走深走实,深入推进区域一体化。因此,采取“总结过去—分析问题—提出展望”的脉络对京津冀协同发展进行研究。通过分析发现,京津冀核心创新城市带动效应不足,腹地城市承接能力不够,而造成该问题的主要原因在于生产力的不匹配,以北京为核心的创新城市体现为更多的新质生产力成果,而以传统生产力为主体的津冀则不足以完全承接北京的创新成果。此外,还有地方保护主义严重、利益分配机制不完善以及“生态-经济-生态”机制无法实现等问题。推动京津冀协同发展走深走实其根本在于遵循新发展理念的指引,即强调创新、绿色、开放、共享与协调的全方位融合。
2024 marks the tenth anniversary of the coordinated development of the Beijing-Tianjin-Hebei region,which has achieved fruitful results in the past decade.For example,the economic aggregate has crossed 5 trillion-yuan thresholds to reach 10.4 trillion yuan,the establishment of a half-hour“transportation circle”among Beijing,Tianjin and Xiong’an,and the construction of Xiong’an New Area.In the context of the new era,with the continuous reform of the Beijing-Tianjin-Hebei regional development system,General Secretary Xi Jinping has also put forward new requirements for the coordinated development of the region,emphasizing the need to deepen and solidify the coordinated development and further promote regional integration.Therefore,this adopts the framework of“summarizing the past,analyzing problems,and proposing prospects”to investigate the coordination of Beijing-Tianjin-Hebei region.Through analysis,this study finds that the driving effect of core innovative cities in the Beijing-Tianjin-Hebei region is insufficient,and the capacity of hinterland cities to undertake this problem is insufficient.The main reason for this problem is the mismatch of productivity.Innovative cities with Beijing as the core reflect more the achievements of new-quality productivity,while Tianjin and Hebei,which is mainly based on traditional productivity,are not sufficient to fully undertake Beijing’s innovative achievements.In addition,there are issues such as severe local protectionism,imperfect mechanisms for benefit distribution mechanisms,and the inability to implement the“ecological-economic-ecological”mechanism.The fundamental way to promote the in-depth and practical coordinated development of the Beijing-Tianjin-Hebei region is to follow the guidance of the new development concept,which emphasizes the all-round integration of innovation,green,openness,sharing and coordination.
