摘要
数据作为第四次工业革命的关键生产要素,已成为驱动经济社会发展的重要力量。作为世界头号科技强国,美国高度重视数据的战略价值,推动并形成了独具特色的国家数据战略。拜登执政后,美国国家数据战略进一步升级,其举措包括注重基础布局和系统发展、以公私合作促进技术研发、推动数据和军事深度融合、开展数据领域的国际合作、强化跨境数据流动治理以及渲染中国“数据威胁论”等。鉴于美国的综合实力和全球影响力,其数据战略将在意识形态、经济发展、科技创新以及国家安全等方面产生重要影响。对此,中国应科学研判、合理谋划,坚持统筹发展和安全,坚持国家治理与全球治理相互促进。针对美国数据战略中的涉华政策和相关影响,中国需凝聚价值共识,倡导全人类共同价值;加强数据领域国际合作,推动数字经济有序发展;加快科技创新,实现关键数据技术自主研发;强化顶层设计,推进数据安全体系建设。如此,方能在全球数据竞争中掌握发展主动权,最大限度地规避各类风险,同时促进全球数据领域的健康发展。
As a crucial production factor in the Fourth Industrial Revolution,data has emerged as a significant force driving economic and social development.As the foremost technological powerhouse globally,the United States places considerable strategic importance on data,leading to the formulation of a distinctive national data strategy.Under the Biden administration,the United States has further upgraded its national data strategy,emphasizing infrastructure development and system expansion,promoting technological research and development through public-private partnerships,advancing the integration of data with military operations,engaging in international cooperation in the data domain,enhancing governance of cross-border data flows,and amplifying narratives such as the“data threat”from China.Given Americas comprehensive strength and global influence,its data strategy will significantly impact ideology,economic development,technological innovation,and national security.In response,China should conduct scientific assessments and strategic planning,uphold coordinated development and security,and promote mutual reinforcement between national governance and global governance.Addressing the China-related policies and impacts within the data strategy of the United States,China needs to consolidate consensus on shared values,advocate for universal human values,enhance international cooperation in the data domain to foster digital economic development,accelerate technological innovation to achieve independent research and development of critical data technologies,and strengthen toplevel design to advance data security system construction.In doing so,China can seize initiative in global data competition,maximize risk mitigation,and promote healthy development in the global data sphere.
