摘要
随着城市的迅猛发展,城市人口规模不断扩大,市民的诉求日益多元化,城市面临的问题、难题层出不穷,超大城市治理面临复杂的挑战。为践行“人民城市人民建、人民城市为人民”的理念,近年来我国各大城市开展了城市基层治理创新探索。基于权变理论的视角,聚焦广州正在进行的全域服务治理试点改革,从治理的“复杂性、动态性、多样性”多维度机理出发,探求我国超大城市基层治理转型和公共服务提供机制。研究发现,该试点在政府购买公共服务的基础上,倡导闲置公共资源转化和产业导入,通过多元主体合作构建“党建引领、政府主导、企业主体、市民参与”的模式,调动政府、企业、行业组织及市民的积极性,推动城市公共服务提质增效。在此基础上进一步梳理和总结超大城市基层治理创新的理论意义。
With the rapid expansion of cities and the growth of urban population,the demand for services increases and cities are facing an array of ongoing problems and challenges,particularly in the governance of megacities.In order to implement the concept of“A People’s City Built by the People and for the People”,major cities in China have recently initiated innovative explorations in grassroots urban governance.This article adopts contingency theory approach to analyze the ongoing pilot program of Comprehensive Service Governance in Guangzhou.It examines the multidimensional mechanisms of governance characterized by“complexity,dynamics,and diversity”,seeking to understand the transformation of grassroots governance and the public service provision mechanisms in China’s megacities.Based on the government procurement of public services,such a model calls for the conversion of idle public resources and the development of service industries,establishing a collaborative model of party leading,government directing,market engaging and citizen participating and encouraging the involvement of multiple actors to enhance the quality and efficiency of urban public services.Furthermore,it summarizes and clarifies the theoretical significance of innovations in grassroots governance within megacities.
