摘要
新时代社会工作要融入党和国家治理体系,充分发挥其社会治理效能。在实践中,社会工作已成为基层社会治理场景的有机组成部分。“主体性—协同性”的理论框架将主体性与协同性视为基层社会治理场景中社会工作专业化发展的两个各有侧重又相互关联的维度。从“主体性—协同性”的理论框架检视,珠三角D市社会工作通过专业服务与协同行动,在风险防范、矛盾化解与社会动员等方面发挥了治理效能。但从社会工作深度融入党和国家治理体系的要求看,仍然面临着主体性与协同性“双重弱化”的实践困境。要提升基层社会治理场景中社会工作的专业化水平,就必须走出“双重弱化”的困境,积极提升社会工作的主体性和协同性,实现二者的同步推进。这既是基层社会治理中社会工作专业化发展的目标取向,也是社会工作深度融入党和国家治理体系的必然逻辑,同时也为“大社会工作”格局下专业社会工作的开展提供了启示。
In the new era,social work should be integrated into the governance system of the Party and the state to give full play to its social governance effectiveness.Social work,in practice,has become an integral part of the primary-level social governance scene.The theoretical framework of“subjectivity-synergy”regards subjectivity and synergy as the two interrelated dimensions of the professional development of social work in the primary-level social governance scene.An analysis from the above-mentioned theoretical framework reveals that social work in City D of the Pearl River Delta(PRD)has played an effective role in risk prevention,conflict resolution and social mobilization through professional services and collaborative actions.However,from the perspective of the deep integration of social work into the governance system of the Party and the state,it still faces the practical dilemma of the“double weakening”of subjectivity and synergy.In order to enhance the professionalism of social work in primary-level social governance scenarios,it is necessary to find a way out of the dilemma,actively enhance the subjectivity and synergy of social work,thus promoting the subjectivity and synergy simultaneously.This is not only the target orientation of the professional development of social work in primary-level social governance,but also the inevitable logic of the deep integration of social work into the governance system of the Party and the state,and at the same time,it also provides a direction for thinking about the development of professional social work under the pattern of“big social work”.
