摘要
保障粮食和重要农产品稳定安全供给始终是我国建设农业强国的头等大事,产业链是粮食产业发展的核心,充分释放数字赋能效应推进粮食产业链韧性提升是建设农业强国的重要抓手和维护国家粮食安全的重要方式。理论上,数字赋能可以通过数字集成化融合和数字资产化融合的双重融合、数字技术全域嵌入和深度嵌入的立体嵌入、数字技术工具性和价值理性驱动的主体赋能等三大机制,提升粮食产业链韧性。客观上,当前我国粮食产业链发展程度不高、数字化水平差异大,数字赋能粮食产业链韧性提升存在粮食产业链数据要素融合机制不健全、数字基础设施不完善、数字技术应用不深入、数字治理主体不清晰等现实困境。新时代,数字赋能为粮食产业链韧性提升提供了新的方向。为此,需要搭建粮食产业链数据融合机制,共建粮食产业链数字基础设施,高效应用粮食产业链数字技术,构建粮食产业链数字化多元协同治理机制,推动粮食产业链补链强链,以实现粮食产业链韧性提升,切实保障粮食安全,推进农业强国建设。
Ensuring stable and secure supply of food and important agricultural products has always been the top priority for China to build an agricultural powerhouse.The industrial chain is the core of the development of the food industry,and fully unleashing the digital empowerment effect to promote the resilience of the food industry chain is an important lever for building an agricultural powerhouses and an important way to maintain national food security.In theory,digital empowerment can enhance the resilience of the grain industry chain through three mechanisms:the dual integration of digital integration and digital assetization,the three-dimensional embedding of digital technology in all areas and deep embedding,and the main empowerment driven by the instrumental and value rational characteristics of digital technology.Objectively speaking,the current development level of China’s grain industry is not high,and there are significant differences in digitalization levels.There are practical difficulties in enhancing the resilience of the grain industry chain through digital empowerment,such as the incomplete integration mechanism of data elements in the grain industry chain,inadequate digital infrastructure,insufficient application of digital technology,and unclear digital governance entities.In the new era,digital empowerment provides a new direction for enhancing the resilience of the grain industry chain.Therefore,in order to enhance the resilience of the grain industry chain,effectively ensure food security,and promote the construction of a strong agricultural country,we need to establish a data fusion mechanism for the grain industry chain,jointly build a digital infrastructure for the grain industry chain,efficiently apply digital technologies for the grain industry chain,build a digital and diversified collaborative governance mechanism for the grain industry chain,and promote the reinforcement and strengthening of the grain industry chain.
