摘要
数字化转型背景下我国生态环境保护领域正在发生重大变革,生态文明建设对我国生态环境保护行业传统管理者提出了数字素养更高要求。新时代,能源绿色低碳转型是中国式现代化建设主旋律,培育领导干部的数字素养是应对生态环境保护数字化转型挑战的关键;生态环境治理领域的领导干部应秉持习近平生态文明思想,把握行业数字素养概念内涵,培育数字素养增强数字治理实践能力,科学统筹布局,拓展生态环境治理数字认知和数字思维边界,出现数字人才队伍建设方式,培育生态环境保护行业领导干部数字素养,提升其数字能力,需要多措并举优化领导干部数字素养培育环境、守正创新提升生态环境保护领导干部的数字素养、践行终身教育理念夯实数字素养教育基础和科学构建生态环境行业数字素养培训评估体系,有效应对我国生态环境保护数字化转型的挑战,推进国家生态环境保护治理体系和能力现代化。
Under the background of digital transformation,the field of ecological and environmental protection in China is undergoing great transitions,and the construction of ecological civilization has put forward stricter requirements for digital literacy for the traditional administrators of ecological and environmental protection industry in China In the new era,the green and low-carbon energy transformation is the main theme of China-style modernization,and cultivating the digital literacy of leading officials is the key to cope with the challenge of digital transformation of ecological and environmental protection.Leading officials in the field of ecological and environmental governance should:uphold Xi Jinping's thought on ecological civilization;grasp the concept and connotation of digital literacy in the industry;cultivate digital literacy;enhance the practical ability of digital governance;make scientific and overall planning and layout;expand the digital cognition and digital thinking of ecological and environmental governance;set up the digital talent team;cultivate the digital literacy of leading officials in the ecological and environmental protection industry;enhance their digital capabilities;take multiple measures to optimize the cultivation environment of digital literacy of leading officials;adhere to integrity and make innovations to improve the digital literacy of leading officials in ecological and environmental protection;practice the concept of lifelong education;consolidate the foundation of digital literacy education;scientifically build the digital literacy training evaluation system for the ecological and environmental industry;effectively respond to the challenge of the digital transformation of ecological and environmental protection in China;and promote the modernization of the ecological and environmental governance system and its capacity in China.
