摘要
政府数字治理作为加快实现国家治理体系和治理能力现代化的重要举措,应当以实现公共价值的有效创造为前提。公共价值是政府数字治理的核心,是决定政府治理效能有效提升的关键。基于我国数字治理主体及对象多元化、治理场域及生态复杂化、治理实践及顶层设计成熟化、治理工具及理论丰富化的发展情境,政府数字治理有效创造公共价值应通过技术支撑,营造有效创造公共价值的实践环境;职责界定,展现有效创造公共价值的组织动力;多元互动,塑造有效创造公共价值的主体关系;安全治理,建设有效创造公共价值的数字安全体系。
As an important measure to accelerate the modernization of the national governance system and governance capacity,digital governance of the government should be based on the premise of effective creation of public value.Being the core of digital governance,public value is the key that checks the effective improvement of government governance.The development situation of China’s digital governance is very complicated,as it includes diverse governance subjects and objects,complex governance fields and ecosystems,mature governance practice and top-level designs,and rich governance tools and theories.Therefore,effective creation of public value through digital governance should be achieved through technological support to build a favorable practice environment,responsibility distinction to demonstrate the organization drive,multiple interactions to shape a favorable subject relationship,and security management to establish the digital security system.
