智慧农业发展的实践逻辑与优化策略——基于Q村丘陵山地数智化无人果园的案例考察 被引量:4

Practical Logic and Optimization Strategy of Smart Agriculture Development——Based on A Case Study of Digitally Intelligent Unmanned Orchards on Hilly Mountainous Terrain in Q Village

摘要 智慧农业作为新发展阶段全面推进乡村振兴和加快建设农业强国的重要引擎而备受关注。以重庆市Q村为典型案例,运用实地访谈、田野观察等研究方法,基于“技术赋能、组织协同、环境驱动”的三维分析框架,探究当地智慧农业发展的系统要素与实践逻辑。研究发现,智慧农业的创新实践是复杂治理场域中技术、组织、环境三因素系统耦合的结果,呈现的主要机制为:一是赋能机制,即数字基础设施的建设夯实硬件基础,智能管理平台的系统集成则实现核心功能的稳态运作,为智慧农业的场景应用搭建数字底座;二是协同机制,即通过党政分工动员与多元主体合作实现利益融合与资源激活,使发展智慧农业具备组织保障;三是驱动机制,即政治制度势能的正向激励与外部竞争压力的负向激励共同构成智慧农业发展的实践动能。因此,应从加强技术风险防控、推进组织结构协同、提升环境赋能效益三个方面对智慧农业发展的现实困境进行调适,以实现智慧农业生态的整体优化。 As an important engine for comprehensively promoting rural revitalization and accelerating the construction of a strong agricultural country in the new development stage,smart agriculture has attracted much attention.Taking Q Village in Chongqing municipality as a typical case,this study uses field interviews,field observation and other research methods to explore the systematic elements of the development of local smart agriculture and its practice logic based on the three-dimensional analytical framework of“technological empowerment,organizational synergy,and environmental drive”.It is found that the innovative practice of smart agriculture is the result of the systematic coupling of technology,organization and environment in the complex governance field,in which the main mechanisms are as follows:Firstly,the enabling mechanism,the construction of digital infrastructure to consolidate the hardware foundation,and the system integration of the intelligent management platform to realize the steady-state operation of the core functions,and to set up a digital base for the scenario application of smart agriculture.The second is the synergistic mechanism,through the Party and government division of labor mobilization and cooperation with multiple subjects to achieve the integration of interests and resource activation,so that the development of intelligent agriculture has organizational security.Third,the driving mechanism,the positive incentive of the political system potential energy and the negative incentive of external competitive pressure together constitute the practical kinetic energy of the development of smart agriculture.The study suggests that we should strengthen the prevention and control of technological risks,promote the synergy of organizational structure,and enhance the benefits of environmental empowerment to adapt to the realities of smart agriculture development,so as to achieve the overall optimization of the smart agriculture ecology.
