Responsibility-Type Democracy:An Endogenous Feature of Whole-Process People’s Democracy

摘要领悟全过程人民民主的特质,需要在中国的历史和现实中寻找全过程人民民主得以建构与发展的要素,以突显其内生性。在文化传统、政治保障与实践指向上,全过程人民民主都表现出一种鲜明的内生性责任理念,具体表现在:第一,中华优秀传统文化中的责任观念,不仅为全过程人民民主的制度建构与民主程序中的互动模式提供了文化规范,而且在历史传承基础上发展的全过程人民民主中的制度和行动也深刻蕴含了这一观念;第二,作为责任型政党,中国共产党不仅锚定了中国民主建设的责任方向,而且以政党价值和体系的责任性夯实了全过程人民民主责任特质的政治基础;第三,全过程人民民主的实践参照了中国传统社会的治理方法,以塑造新时代的责任社会与责任政治为目标,在二者的有机统一中创造了和谐的秩序,推进了中国式现代化的发展。 The characteristic of whole-process people’s democracy is embedded in Chinese history and reality,which are also the premises for the construction and development of whole-process people’s democracy.This indicates that whole-process people’s democracy has endogenous features.Based on cultural tradition,political guarantee and practical orientation,whole-process people’s democracy reveals a clearly endogenous philosophy of responsibility.Firstly,the responsibility philosophy in fine traditional Chinese culture offers cultural standard for the institutional construction of whole-process people’s democracy and the interaction pattern of democratic procedures.Meanwhile,the institution and action of whole-process people’s democracy,which develops on the basis of historical inheritance,also contain this philosophy.Secondly,as a responsibility-type party,the Communist Party of China guides the responsibility direction of Chinese democracy construction,and enhances the political base of responsibility characteristic of whole-process people’s democracy on the basis of responsibility in CPC’s value and system.Thirdly,the practice of whole-process people’s democracy refers to the governance methods of traditional Chinese society,and cre-ates a harmonious order via aiming at shaping responsible society and responsible politics in the new era,promoting the development of Chinese modernization.
