摘要
绿色发展是高质量发展的基本要求与核心要义。使用DEA-SBM模型测算2011-2020年山东省16个地级市的绿色发展效率,并使用Tobit模型分析其影响因素。研究结果表明:山东省16个地级市的绿色发展效率整体不高且各地级市之间存在较大差异,其中济南和青岛的绿色发展效率为全省最高,淄博、枣庄、东营、烟台和潍坊的绿色发展效率高于全省平均水平,其他9个地级市的绿色发展效率都低于全省平均水平;践行绿色生产生活方式、提高经济发展水平、优化产业结构、促进科技成果转化以及政府在教育、科技和对外开放方面积极作为均有助于提升绿色发展效率。对此,应发挥济南和青岛的示范引领效应,探索多样化绿色发展模式;提升全民绿色素养,践行绿色生产生活方式;引导绿色技术研发、科技成果转化和外资利用,加快推进产业结构高级化。
Green development is the core of China's high-quality economic development in the new era.The DEA-SBM model is used to calculate the green development efficiency of 16 cities in Shandong Province from 2011 to 2020,and the Tobit model is used to study its influencing factors.The results show that the green economic efficiency of 16 cities in Shandong Province as a whole is not high and there are significant differences among the cities.Jinan and Qingdao have the highest green development efficiency in the province,the green development efficiency of Zibo,Zaozhuang,Dongying,Yantai and Weifang is higher than the provincial average,and the green development efficiency of the other nine cities is lower than the provincial average.Green production and lifestyle,economic development level,optimization of industrial structure,scientific and technological transformation,and the government's active roles of in education,science and technology and open development are all conducive to improving green development efficiency.Therefore,it is necessary to make full use of the demonstration and leading effects of Jinan and Qingdao and explore diversified green development models,improve the green literacy of the whole nation and practice green production and lifestyle,and guide the research and development of green technologies,the transformation of scientific and technological achievements and the use of foreign capital,so as to accelerate the upgrading of industrial structure.
