摘要
人口老龄化背景下,中国老年人力资源总量很大并快速增长。中国老年人口的人力资本,包括教育型人力资本和健康型人力资本,均有所提升并将持续提高,老年人力资本在城乡间分布不均衡。不过,中国老年人力资源开发仍十分有限,尚存一些问题,城乡老年人力资源开发存在差异。为实施积极应对人口老龄化国家战略,建议加大宣传力度、加强顶层设计构建支持体系、提高和积累老年人力资本、加大老年人力资源的开发利用以及缩小老年人力资源开发的城乡差距,进一步积极开发老年人力资源,利用老年人力资本,实现人口高质量发展以支撑中国式现代化。
Against the background of population aging,the totality of the human resources of the elderly in China is very large and growing rapidly.The human capital of China's elderly population,including education-related human capital and health-related human capital,has improved and will continue to improve,but the distribution of the human capital of the elderly is unbalanced between the urban and rural areas.Besides,the development of the human resources of China's elderly is still very limited due to some unsolved problems,and there are differences between the urban and rural areas in terms of the development of the human resources of the elderly in China.In order to implement the national strategy of actively coping with the aging population,it is suggested to enhance the relevant publicity,strengthen the top-level design and construction of support systems,improve and accumulate the human capital of the elderly,quicken the development and utilization of the human resources of the elderly,narrow the gap between the urban and rural areas in the development of the human resources of the elderly,take the initiative in continuously developing the human resources of the elderly,make use of the human capital of the elderly and achieve the high-quality population development to support the Chinese-style modernization.
