摘要
运用文献资料、逻辑分析等方法,在史密斯模型视角下探析我国全民健身政策执行逻辑与价值、执行困境,并提出优化策略。史密斯模型视角下全民健身政策执行困境:政策本体系统性欠缺,科学化有待提高;执行主体协同性不足,差异化有待均衡;执行客体功利性突出,认知度有待提升;资源环境失衡性明显,保障机制有待完善。优化策略:完善顶层设计与保障运行机制,协同多元主体与夯实责任能力,增强健身意识与提升政策认同,丰富执行资源与优化保障机制。
By using the methods of literature review and logic analysis,this paper analyzed the logic and value,the dilemma of the implementation of the implementation of the national fitness policy in China,put forward the optimization strategy.Dilemma in the implementation of national fitness policy from the perspective of Smith model:The policy itself lacks systematicness and needs to be improved scientifically.The synergy of the executive body is insufficient,and the differentiation needs to be balanced.The utility of the execution object is prominent,and its recognition needs to be improved.The imbalance of resources and environment is obvious,and the guarantee mechanism needs to be improved.Optimization strategy:We should improve the top-level design and guarantee the operation mechanism coordinate with multiple entities and consolidate responsibility capacity,increase fitness awareness to enhance policy recognition,and enrich the implementation resources to optimize the guarantee mechanism.
