摘要
从湖北省高职学校质量文化建设的现实困境出发,以全面质量管理和诊断与改进工作理论为支撑,提出了内部质量保证体系下高职学校的全方位育人、全员参与、全程渗透、全景熏陶与全体认可的“质量文化五全培育”总体建设框架设计思路。通过内部质量保证体系的构建、质量文化生态系统的生成、质量组织的授权管理、网络平台的文化延展及质量文化成熟度评价五种基本途径,自上而下与自下而上相结合,开展高职学校的质量文化培育与建设工作,以期提高湖北高职学校的整体质量文化建设水平。
Proceeding from the practical difficulties of quality culture construction in vocational colleges in Hubei Province,and supported by the theory of Total Quality Management and Diagnosis and Improvement,the overall construction design framework including“All round education”,“Full participation”,“Full penetration”,“Panoramic influence”and“All recognition”in vocational colleges under the internal quality assurance system is proposed.Through the construction of internal quality assurance system,the generation of quality culture ecosystem,the authorization management of quality organization,the cultural extension of network platform,and the evaluation of quality culture maturity,the quality culture cultivation and construction of higher vocational colleges are carried out top-down and bottom-up,so as to improve the overall quality culture construction of Hubei higher vocational colleges.
