摘要
作为一个概念,质量是人为的建构。高等教育质量主要不是一种物的客观存在,而更多的是一种精神性的东西,也就是一种文化的结晶。高等教育机构既需要发展出一种独特的质量文化以保证质量管理的顺利实施,质量管理本身也在客观上改变着大学固有的组织文化。对于高等教育质量的管理绝不能仅限于技术层面,而必须关注质量文化的培育与大学组织文化的创新。在质量时代,只有不断创新大学文化,并培育出支持全面质量的组织文化,高等教育的质量管理才能取得成功,才能最终促进高等教育质量的持续改进。
The definition of "quality" is a man-made construction. Higher education quality is mainly something spiritual which could be called the crystallization of culture rather than an objective existence. Institutions of higher education should develop a unique culture in order to ensure smooth implementation of quality management. The quality management itself is altering the conventional organizational culture in universities. The quality management of higher education should not only rest on the technical level, but also concentrate on the quality culture development and innovation of organizational culture. In such a quality era, only by continuous innovation on organizational culture and bringing out the organizational culture that support the quality management, can it be possible for a great success of quality management in higher education and a continuous improvement of higher education quality.
