农林类高校参与民族地区乡村振兴的“资源互嵌”路径——以X大学助力Z县为例 被引量:8

“Resource Interconnection”Path for Agricultural and Forestry Universities'Participating in Rural Revitalization in Ethnic Areas:Case Study on X University's Supporting County Z

摘要 近年来,高校深度参与乡村振兴成为对口支援机制政策的代表,彰显了中国特色制度优势和治理效能。但当前地方社会的客观实际、普遍期望与高校的优势资源、帮扶能力之间存在“脱嵌”的问题,要求高校将优势资源嵌入民族地区农业农村发展的客观需要,以实现乡村振兴的纵深发展。从2018年至今,X大学在帮扶Z县乡村振兴过程中,双方共同探索形成了“资源互嵌”的实践模式,为高校深度参与乡村振兴探索出了可持续发展的经验和长效机制。一方面,X大学通过“技术嵌入”和“人才嵌入”,实现了知识下乡和智识帮扶,为Z县的乡村振兴赋能;另一方面,Z县乡村振兴的动态场域也成为X大学学科发展和人才培养的重要资源。Z县主动对接X大学的优势资源,将发展的实践过程反向嵌入高校学科建设和人才培养的需求中,形成了多样性的激励效能,推动着X大学的高质量发展。 In recent years,it has become a typical phenomenon for profound participation of colleges and universities in rural revitalization amid the mechanism and policies for the pair support mechanism,which highlighted the institutional advantages and governance efficiency with Chinese characteristics.However,the existing problem of"disconnection"between the objective reality of local society and colleges and universities'favorable resources and supporting ability,requires colleges and universities to embed their favorable resources into the objective needs of agricultural and rural development in ethnic areas,so as to realize the profound development of rural revitalization.Since 2018,in the process of X university's supporting rural revitalization in Z County,the two sides have jointly explored and formed the practice mode of resource interconnection",and thus explored a way of long-term mechanism for sustainable development of universities to profound participation in rural revitalization.On the one hand,through"technology embedding"and"professional people embedding",X University realizes knowledge training and intellectual assistance,enabling the rural revitalization of Z County;on the other hand,the dynamic field of rural revitalization in Z County has also become an important resource for the discipline development and professionals'training of X University.Z County takes the initiative to connect with the favorable resources of X University,while reversely embedded the development process into the needs of discipline construction and professionals'training in universities,forming a diversified incentive efficiency,and promoting the high-quality development of X University.
