摘要
当前,数字经济成为推动经济高质量发展的新动能。农业数字化转型发展,是提升农村地区经济发展的必然要求,是实现农村地区绿色可持续发展的必然选择,是推动数字技术与乡村产业融合及夯实产业基础的重要方式,是确保农产品质量安全的必然举措。在农业数字化转型过程中,由于农民自身数字化能力弱、农村地区基础设施落后、个别地区基层政府未能有效完善农业数字化转型相关政策等,导致数字化服务化成本高、数据获取处理及监督问题突出,严重阻碍农业数字化转型。鉴于此,在推动经济高质量发展过程中,应抓住我国农业数字化转型工作中存在的牛鼻子问题,通过加强数字化宣传建立农村地区数字化人才培育体系,提升农民数字化能力;调整政府开支向农村数字化建设倾斜,提升农村地区数字化建设水平;统筹推进数字乡村建设,打造与我国农业实际相匹配的发展模式;利用5G等技术打破农业数字化转型各环节中“数据孤岛”现状等措施,实现数字化生产应用、促进消费升级,为全面实施乡村振兴战略、建设社会主义现代化强国打下坚实基础。
In the process of promoting high-quality economic development,we should grasp the"cow nose"problem existing in China's agricultural Digital transformation,establish a digital talent cultivation system in rural areas by strengthening digital publicity,and improve farmers'digital ability;Adjusting govern-ment spending towards rural digital construction and improving the level of digital construction in rural areas;Coordinate and promote the construction of digital rural areas,and create a development model that matches the actual agricultural situation in China;Use 5G and other technologies to break the status quo of"data islands"in all links of agricultural Digital transformation,realize digital production applications,pro-mote consumption upgrading,and lay a solid foundation for comprehensively implementing the rural revitalization strategy and building a modern socialist power.
