摘要
                
                    2021年,《共同重新构想我们的未来:一种新的教育社会契约》把“终身享受优质教育的权利”视为构建新的社会契约的两大基本原则之一。这种定位无疑为全球各国教育变革提出了新的发展方向和要求。从“受教育权”的确立到“终身受教育权”的提出,虽然UNESCO在扩大受教育权的内涵方面历经波折,但其始终秉循人文主义观,在扩大受教育权以包括成年人和促进成人教育方面做出了巨大的贡献。相对于“受教育权”,“终身受教育权”在目标上以构建新的社会契约为使命,在内容上涵盖信息权、文化权、科学权以及获取和贡献知识公地的权利,在范围上从横向和纵向两大维度拓展权利主体的覆盖范围和教育的层次结构,并赋予平等新的要义。这种内涵上的延展是对其作为新的教育社会契约重要支柱的积极回应,也是未来教育变革的重要方向。面对当前全球日益复杂的形势,终身受教育权不再是“短时之需”,而是全球各国长期致力于实现的“共同愿景”,将对全球各国的教育变革产生重要的影响。然而实现该“共同愿景”需要新的框架来构建新的教育生态,需要各国在体制、法律、教育政策框架、资源等方面进行持续变革。这将是一个较为漫长且曲折的过程。
                
                In 2021,“Reimagining our futures together:A new social contract for education”regards“assuring the right to quality education throughout life”as one of the two basic principles for building a new social contract.This positioning undoubtedly puts forward new development directions and requirements for educational reform in countries around the world.From the establishment of“the right to education”to the proposal of“the right to lifelong education”,although UNESCO has gone through twists and turns in expanding the connotation of the right to education,it has always adhered to the humanistic view,making a great contribution to expanding the right to education to include adults and promote adult education.Compared with“the right to education”,“the right to lifelong education”aims to build a new social contract as its mission,and must encompass the right to information,culture and science,as well as the right to accessing and contributing to the knowledge commons.In the horizontal and vertical dimensions,the coverage of the subject of rights and the hierarchical structure of education are expanded,and a new essence of equality is given.This extension in connotation is a positive response to its role as an important pillar of the new educational social contract,and also an important direction for future educational reform.In the face of the current increasingly complex global situation,the right to lifelong education is no longer a“short-term need”,but a“common vision”that countries around the world are committed to realizing for a long time,which will have an important impact on the educational reforms of countries around the world.However,realizing this“common vision”requires a new framework to build a new educational ecology,and requires countries to make continuous changes in systems,laws,educational policy frameworks and resources,which will be a long and tortuous process.
