摘要
联合国教科文组织一直致力于提升全球教育质量和实现教育公平伟大蓝图。新冠肺炎疫情暴发以来,联合国教科文组织在调研收集全球30多个国家相关数据的基础上,联合世界银行和联合国儿童基金会共同发布了《全球教育危机——复苏之路》报告。报告阐述了新冠肺炎疫情对学习的影响,科学评估了疫情暴发后学生的学习损失;报告指出,疫情正在加剧学习和其他方面不平等现象,并对各国应对新冠肺炎疫情的政策差异进行了对比;报告建议,各国应创造更具弹性的系统以应对危机。通过对报告的内容和数据进行分析与研究发现,后疫情时代教育公平面临三个困境:新冠病毒变异株持续影响学校教育;学生中的弱势群体缺乏学习保障;政府应对乏力,尚无有效的针对性措施。基于此,各国应从两个方面应对未来的潜在挑战:一方面,其他重大公共危机事件的暴发;另一方面,新冠疫情后学生的心理健康问题较为严峻。
The United Nations Educational,Scientific and Cultural Organization(UNESCO)has been working on a grand blueprint to improve the quality and equity of education around the world.The Global Education Crisis:A Path to Recovery was jointly released by the World Bank and UNICEF on the basis of data collected from more than 30 countries around the world since the outbreak of COVID-19.The report first addresses the impact of COVID-19 on learning,provides a scientific assessment of students'learning losses since the outbreak,points out that the pandemic is exacerbating learning and other inequalities,contrasts policy differences in response to COVID-19,and finally recommends creating more resilient systems to cope with the crisis.Based on the contents and data of the report,this study sorted out the three dilemmas facing education equity in the post-epidemic era:novel coronavirus variant strains continue to affect school education;The disadvantaged groups of students lack study guarantee;Government response is weak,there is no effective targeted measures.The potential challenges for the future are outlined in two ways:the re-emergence of other major public crises;The mental health problems of students after the epidemic are serious.The short-term and long-term countermeasures are put forward for reference.
