摘要
经济独立逐渐成为女性生育的前提,而劳动参与率是衡量女性经济是否独立的重要依据,因此,平衡女性“就业—生育”之间的关系是“全面三孩”时代面临的重要议题。我国正面临超低生育率和人口老龄化的双重挑战,为应对当前人口生育问题,应建立完善的多层次的家庭生育支持政策。研究发现,西方发达国家尤其是瑞典等国家实施的促进“两性”平等、支持女性就业的家庭政策可为我国提供经验借鉴。基于此,应从促进女性“就业—生育”平衡的视角出发,提升优质普惠性托育服务供给水平、构建完善的家庭经济支持政策体系、完善家庭友好的时间支持政策、明确育儿成本分担机制,进而全面保障女性就业权益。
The research shows that economic independence has gradually become the premise of women’s fertility, and the labor participation rate is an important basis to measure women’s economic independence. Therefore, how to balance the relationship between women’s employment-fertility is an important issue in the era of all-round three children. China is facing the dual challenges of ultra-low fertility and population aging. In order to deal with the current population fertility problem, we should establish a perfect multi-level family fertility support policy. The family policy practice of promoting gender equality and supporting women’s employment implemented by western developed countries, especially Sweden, provides experience and reference for China. Based on this, from the perspective of promoting women’s employment fertility balance, we should improve the supply level of high-quality and inclusive childcare services, build a perfect family economic support policy system, improve family friendly time support policies, clarify the childcare cost sharing mechanism, and comprehensively protect women’s employment rights and interests.
