摘要
配额制度能够帮助实现高等教育资源更加公平有效的配置,并保证社会处境不利者获得基本的教育份额。然而在现实性上,公平理念下的高等教育配额设计仍然面临着诸多难以回避的悖论。从高等教育接受者视角看,高考分数对于教育接受者而言意味着平等的教育竞争资格,但不同教育接受者因各种内外因素或不同等级与群体的划分常常会遭遇差异性对待;从高等教育资源分配视角看,不同高等教育接受者需要面对裹挟其中的高等教育在制造精英与普惠大众间的质量悖论,以及因性别差异等在教育资源分配上的价值悖论。由于准入悖论、过程悖论和成长悖论的客观存在,公平的分配理念和科学的配额设计在运用于高等教育全过程中,仍然只能小心翼翼而无法左右逢源。
The quota system can help achieve a more equitable and efficient allocation of higher education resources and ensure that the socially disadvantaged receive a basic share of education.However,the design of higher education quotas under the concept of equity still faces many unavoidable paradoxes.From the perspective of higher education recipients,college entrance examination scores mean equal educational competition qualifications for education recipients,but different education recipients often encounter different treatment due to various internal and external factors or different levels and groups.From the perspective of higher education resource allocation,different recipients of higher education need to face the quality paradox between the elite and the public,as well as the value paradox in education resource allocation due to gender differences.Due to the objective existence of the access paradox,process paradox and growth paradox,the concept of fair distribution and scientific quota design can still only be carefully applied to the whole process of higher education.
