摘要随着战后国际体系制度化程度的不断提升,国际制度的权力属性日益显著,国际制度性权力已成为一种重要的国际权力。国际制度性权力是指在规范、规则和组织的形成、存续和变迁过程中,行为体依据其实力和意愿,影响国际社会中其他行为体的认识和行为的能力。这种权力有两大来源:一是既有国家权力,即国家权力通过国际制度向国际社会延伸和转化;二是国际制度自主性,即具有相对自主性的国际制度在特定问题领域为行为体带来的权力。在实践中,国家的国际制度性权力是基于创建、参与、改革、退出和破坏国际制度等不同策略建构而成的。对国际制度性权力的理论辨析有助于更好地研判国际制度合作和竞争中的各种具体情状,助力中国更加有效地参与国际制度的建立、发展与完善,为中国的持续发展和国际秩序的和平演进提供理论支持。 With the increasing institutionalization of the post⁃war international system,the power attribute of international institutions has become increasingly prominent,and international institutional power thus has become an important type of international power.International institutional power refers to the ability of actors to influence the understanding and behavior of other actors in the international system according to their strength and willingness in the process of the formation,evolution and change of norms,rules and organiza⁃tions.There are two sources of this power:first,the existing state power shows the extension and transforma⁃tion of state power to the international community via international institutions;second,the autonomy of in⁃ternational institutions refers to the relatively autonomous international institution having the power over the actors in specific issue areas.In practice,the international institutional power of a particular state can be con⁃structed through different strategies such as creation,participation,reform,withdrawal and destruction of in⁃ternational institutions.The theoretical analysis of international institutional power helps to better understand various situations in international institutional cooperation and competition,is conducive for China to partici⁃pate in the development and reform of international institutions more effectively,and thus establishes a theoretical basis for China􀆳s sustainable development and the peaceful evolution of international order.
