摘要在百年未有之大变局下,回顾中国参与国际经济秩序的历史,可以总结话语理论构建和实践进路两方面的经验。国际经济秩序是国家间关系于全球经济安排中互动的状态,历经多个历史时期并形成不同的国际格局。受大国对秩序的塑造作用影响,中国对国际经济秩序的解读话语随国力强弱变化呈现先抑后扬。这些话语呈现政治和学术的二元分布,涉及实力、法律和机制三大方面,从整体上展现了中国参与国际经济秩序的全流程。回顾国际经济秩序演进的历史,就中国参与秩序演进的实践而言,随着中国对国际经济秩序客体化认知的变化,中国在话语上主张顺应规律对秩序进行改造;重点是中国就秩序扮演发展中大国角色,寻求与其他大国的平衡;现实是中国希望秩序更为公平有效,注重以机制合作推动秩序发展。面对参与秩序带来的难题和挑战,中国可以通过话语建构改善参与效果的实践方案。通过辩证看待秩序变化的规律,沟通南北国家的诉求差异,积极发挥制度影响力,中国有机会以自己的方式塑造国际经济秩序,引领人类社会进步. The world is now undergoing major changes unseen in a century.Reviewing the history of China's participation in the international economic order,the experience of the international games can be divided into discourse theory and countermeasure practice.The international economic order is a state of interaction between countries in the global financial arrangement,which has undergone multiple historical stages and formed corresponding international patterns.Influenced by the shaping effect of great powers on order,China's interpretation of the order discourse was first subdued and then increased with the change of its national strength.These discourses can be separated into political and academic ones,involving three aspects of power,law and mechanism,and witness the whole process of China's participation in the international economic order as a whole.Looking back at the evolution of the international economic order,in terms of China's participation in the order,the discourse is that China has an objectified cognition of the order and advocates adapting to the rule of evolution to transform the order;the focus is that China plays the role of a developing power to seek a balance with the United States;the reality is that China hopes for a fairer and more effective order and focuses on promoting it through institutional cooperation.In the face of the dificulties brought by participation in the order,we can extract the practical scheme to improve the participation effect from the discourse.By looking critically at the law of order change,communicating the differences between the demands of the North and the South,and actively exerting its institutional influence,China has the opportunity to shape the international economic order in its way and pave the way for leading the progress of human society.
