摘要全球发展倡议是继“一带一路”倡议之后,中国提出的又一重大倡议。如何推动全球发展倡议的落实具有重大的理论与现实意义。全球发展倡议需要有序推动制度化建设,国际制度和组织是全球层面合作的主体平台,从国际制度层面审视和推动全球发展倡议具有合理性和必要性。利益、规范、话语和过程是全球发展倡议制度建设的基本考虑因素。其中,利益共享是制度建设的基础,规范共融是制度建设的优势,话语共通是制度建设的保障,而过程共创是制度建设的特色。全球发展倡议的制度路径主要包括通过现有国际制度进行推动,新建专门性的全球发展倡议组织以及打造基于“倡议+”的国际制度对接模式。全球发展倡议的制度性安排要以“一带一路”制度建设为核心,以周边地区制度建设为首要,以联合国制度对接为主导,以非正式制度为突破,通过制度建设展现一个更加普惠、平衡的全球发展图景。 The Global Development Initiative(GDI)is a key arrangement initiated by China following the Belt and Road Initiative.Achieving the implementation of the GDI has theoretical and practical significance.This paper holds that the GDI is a major initiative of China,and international institutions and organizations are the main platform for cooperation at the global level.It is reasonable and necessary to examine and promote the GDI via the international institutions.Interests,norms,discourse and processes are the basic considerations for the institutional construction of the GDI.Benefit sharing is the basis of institutional construction;normative integration is the advantage of institutional construction;common discourse is the guarantee of institutional construction;and shared creation is the characteristic of institutional construction.The institutional path of the GDI mainly includes utilizing the existing international institutions,building a new organization and creating the‘initiative+’model to establish a link between international institutions and the GDI.The institutional construction of the Belt and Road Initiative should be the core of the institutional arrangements for the GDI.The institutional construction identifies neighboring regions as the priority,connects its tasks to the institutional framework of the United Nations,and strengthens the role of the informal institutions and finally shows a global vision of a more inclusive and balanced development.
