摘要
                
                    提升政府回应力是治理创新中亟待解决的问题。北京市“接诉即办”改革自运行以来,有效提升了政府回应力。通过对北京市“接诉即办”的研究,发现政府回应主体同时面临着自下而上的社会压力、自上而下的行政压力及同级政府的竞争压力,且三种压力相互助推形成无缝隙的“压力立方体”。为了应对压力,回应主体通过组织任务拔高、组织动员、组织学习来提高组织效能。通过多重压力施压和组织效能提升,回应主体成为具有高回应意愿和高回应能力的积极行动者。回应主体从政民互动中的堵点转变为助推点,从而提升了政府回应力。
                
                Improving the ability of government responsiveness is an urgent problem to be solved in governance innovation.Since its operation,the reform of“swift response to public complaints”in Beijing has effectively improved the ability of government responsiveness.Through the research of“swift response to public complaints”,it is found that the government respondent at the same time faced the bottom-up social pressure and top-down administrative pressure as well as the competitive pressure of the same level government,and three kinds of pressure boost each other to form a seamless“pressure cube”.In order to cope with the pressure,the respondent improve the organizational efficiency through the promotion of organizational tasks,organizational mobilization and organizational learning.Through the application of multiple pressures and the improvement of organizational effectiveness,the respondent become active actors with high response willingness and high response ability.The respondent change from the blocking point to the boosting point in the interaction between the government and the people,so as to improve the ability of government responsiveness.
