摘要
在城市基层社区“行政吸纳治理”、居委会角色“自治化”与功能渐趋“行政化”的情境下,伴随资源下沉、重心下移,社区工作者队伍的能力、水平以及情感倾向等越来越成为影响社区治理效能的重要因素。通过对上海市P区Z街道相关人员的调研访谈,分析揭示了社区工作者“情绪劳动”背后的情感表达和职业困境。研究理论指出,为了实现在基层贯彻党的领导、推进基层组织建设和社会自治的双重目标,应正视资源的“行政化”配置问题,以支撑社区的服务功能,实现自治目标,应通过机制创新和政策调适来提升社区工作者的职业能力,使其更好地服务于社区居民的多元化需求,进而提升社区的整体治理效能。
In recent years,the phenomenon of“administrative absorption and governance”has emerged in urban grass-roots communities,and meanwhile the role of neighborhood committees has gradually become“administrative”,the function has gradually become“administrative”,which has become an established fact.In this context,The ability,level and emotional tendency of urban community workers have become important variables in improving the effectiveness of community governance,with the trend of sinking resources and shifting the center of gravity.This article reveals the emotional expression and professional dilemma behind the“emotional labor”of community workers through interviews in Z Street,Shanghai,and It believes that in order to achieve the dual goals of implementing the party’s leadership at the grass-roots level and promoting the construction of grass-roots political power and social autonomy,It is necessary to face up to the“administrative”allocation of resources to support the community“service”function and achieve the goal of autonomy at the grass-roots level.Therefore,Through specific mechanism innovation and policy adjustment,The professional ability of community workers will be improved,the diversified needs of residents will be better served,and the overall governance efficiency of the community will be improved.
